There's actually a lot of documentation on this subject. Weimar-era (1920s) Berlin really was a sex-tourism destination. A good book that I read recently is Voluptuous Panic: the Erotic World of Weimar Berlin by Mel Gordon, who is a phenomenal historian of early 20th-century decadence.
