It sounds like your source might have conflated the draft riots (which were worst in New York where they took on racist overtones but occurred in numerous cities) with the emancipation proclamation. While some people expressed discontent, emancipation did not come out of the blue but was preceded by a preliminary proclamation months earlier and years of freeing slaves who made it to union lines. Therefore it was no shock and did not cause rioting.
