I'm not sure if this just sneaks in to our 20 year rule but, for what its worth, it would appear that Pablo Escobar did not personally partake in cocaine consumption.

In an article written the day after Escobar's death, Patrick Cockburn, the Middle Eastern editor of the Independent newspaper (formally of the Financial Times), stated as much. You can read the piece here.
