After reading a bit about the Stern Gang, is it fair to say that the modern state of Israel was created by terrorism?

Looking at the wikipedia article alone, they carried out a number of assassinations, bombings, sabotage of railways, and use of truck bombs.

The Stern Gang never numbered more than a few hundred, was opposed by the main fighting force (the Haganah) and it's 30,000+ fighters, and was nothing more than a dissident group. It was cracked down on and forcibly disbanded, as was the group it split from (Irgun) during the war of 1948 and before. The Stern Gang did not found the state nor did its leaders. They would be an analogue to, for example, smaller groups that never joined the PLO in the Palestinian national movement.
