How far behind the "West" was pre-WWII Japan, industrially? (To whatever extent the West can be lumped together.) How did WWI and the Depression affect this?

Kennedy in his Rise and Fall of the Great Powers rates Japanese industrial warmaking capacity around 3.5% of total world capacity in 1937, higher than Italy's 2.5% and lower than France's 4.2%. For comparison, the US had 41.7%, and Germany the next highest at 14.4%.
