Because between 1521 and 1821 it was part of Spain, and even after 1821 most of the governing elites were of spanish descent.

But Mexico recognises another 68 indigenous languages as the country's national languages, from seven different families (plus a few isolated ones, I think). There must be about seven million of indigenous speakers in Mexico.
