Looking for the name of the culture and the name/purpose of this type of object.
Hint: As /u/rioabajo pointed out, this one is made of bone. You'll more frequently find them made of copper, and sometimes silver or gold.

I think the writing on OP's artefact is from a Dravidian script but I can't pin point which one. I'm guessing therefore that the item hails from southern India or Sri Lanka?
