I agree with /u/Searocksandtrees that the best place to ask that question is /r/AcademicBiblical however I will give you the short answer and say that it is at times inferred in the New Testament however it's never declared. They also were much less concerned with the idea of there being a "ruler" of hell considering the true fear was just being present in hell at all. Most of our modern concepts of hell do not date back to the first century CE when most of the New Testament was originally written.
