Were they given out to whole units of men so that there would be a lets say, 200 man group of men armed solely with 2handed axes, or was the use of axes distributed more sparsley among smaller groups of men in the entire army, who would be mixed in with units of men armed with spears and or swords?
What time period are you thinking of? Two-handed weapons were, on the whole, very uncommon in England before the 11th century. Spear and shield, with a sword or seax for close work, was pretty much ubiquitous.
After the 11th century, you see the famous 2-handed axemen who fought and died alongside King Harold, but I think the current understanding is that these were special household warriors associated with elites like Harold rather than a common feature of the late saxon fyrd.
