There was fighting in Bavaria and Prussia between government forces and communist revolutionaries; in Vienna in 1919 there was a failed communist coup. Bela Kun set up a communist government in Hungary, which was crushed in 1919-20 by Czech, Romanian, Serbian, French, and Hungarian Royalist forces.
Essentially, there was chaos. Economies had collapsed or almost collapsed, and there was political extremism, with left and right groups clashing for superiority. For German civilians especially, like Kathe Kollwitz, there was the realization of defeat, and that the dead had been sacrificed, essentially for nothing.
