I know this isn't the answer you were looking for, but, there is a theory (and it is just that, a theory) that it is an elaborate hoax. This idea comes from the fact that some of the letters in the text are repeated in a way that don't make any sense in terms of syntax. But, then again it could just be that we don't have anything close to the printed dialect making this theory a product of ignorance

Tl;dr We know so little about it that it's either a hoax or too complex to understan at the moment.
