The city center of Paris has very strict construction laws limiting building heights (and aesthetics). No building can be higher than the Arc de Triomphe (apart from the Eiffel Tower). I'd say Paris, but that might not be the aesthetic you're looking for. A century is a long time period. Plus the question is very subjective.

When I think of generic 19th century construction, I think of grand Hausemann-style boulevards and belle-epoque architecture, but that might not be what you're thinking of. This isn't really a historical question, I feel like r/Travel or r/Architecture might be able to give you some better input.
