If you mean paved as in modern asphalt then depending on how urban or rural your location and when you might have any number of surfaces. For bikes, a macadam surface was what was hot in the streets. Think tightly packed small stones/gravel layered on leveled dirt. Better than dirt paths or cobblestone for bikes and comparatively cheap to construct and maintain.
If you were in the city you might have to deal with brick/ cobblestone (loud, especially if horses are in use), wood blocks treated with creosote (a tar like material to prevent the wood rotting) which were quite but had a shorter lifespan.
Otherwise you were dealing with packed dirt if you were really outside of the traveled path.
