While I'm not entirely sure of how they viewed themselves during the waning years of the Empire, after the fall of the West, what we call the Byzantine Empire continued to call themselves Romans and prided themselves on continuing the Roman tradition, even though they were, in many ways, more Greek in nature than Roman. I think we can infer that this means that they both thought of themselves as one Empire that was simply ruled by co-Emperors.
