Have a look at what sources you have, or do a Jstor search by keywords for articles relating to the theme, then look at the sources (primary and secondary) those authors use to build a shortlist of books and articles to read (ie. your preliminary bibliography). Read those sources and the repeat the process. You sound like you've put little or no thought beyond a general theme yet, this process is one should do to begin your research, well before you start writing, to identify your line of investigation.
