The Vendee is a horrible mess to study. Due to the passions of those involved, the War was bloody and few are free of blame. However, to call it a genocide is far from possible.

First, we must look at what constitutes a genocide.

...any of the following acts committed with intent to destroy, in whole or in part, a national, ethnical, racial or religious group, as such:

(a) Killing members of the group;

(b) Causing serious bodily or mental harm to members of the group;

(c) Deliberately inflicting on the group conditions of life calculated to bring about its physical destruction in whole or in part;

(d) Imposing measures intended to prevent births within the group;

(e) Forcibly transferring children of the group to another group.

— Convention on the Prevention and Punishment of the Crime of Genocide, Article 2

As such, a major if not the, component of genocide requires the specific targeting of a national/ethnic group. As such, the Vendee cannot qualify as such since they are not an ethnic or racial group not religious and all involved in the Vendee, from the Whites to the Revolutionaries, are French by nationality.

From here, another item must be noted. There was not a systematic targeting of the Vendee people. The Vendee was a counter Revolution against the French Revolution in Paris. The Revolutionary Government was forgetting the Royalist Vendee supporters that actively rebelled against Paris. While it could be seen as a political purse, there is not a gens that is being culled, and even then the peace resulting from the Concordat negates all ill will the Vendee had against Paris. As a result of the Concordat, the Royalists dropped their weapons and returned to their homes. No more bloodshed would come until 1815.

With all of this, it is hard for me to say that the Vendee was a genocide. There is a lack of targeting of a group, there wasn't a systematic campaign to get rid of this non group, and this non group loved in peace once their goal was nullified.
