It wasn't efficient at all. This was actually by design. Hitler was always worried about things such as a coup. To combat this he designed the government where all his underlings were always stepping on each other's toes because their roles purposefully encroached on each other's. This meant that they were always fighting with each other because Hitler's time was so tightly controlled that they usually couldn't get to see him. Since they were always arguing with each other they weren't likely to to join forces to overthrow Hitler.
As you can imagine if they were fighting with each other because their roles encroached on each other's it meant that getting things done could be a slow process where everyone was overruling everyone else. Every now and then Hitler would come forward and break a deadlock.
