Seems likely to be either a branches' or military school's dress or mess uniform.

It looks like it could be the United States Marine Corps dress whites. The collar devices look like they could be the eagle, globe, and anchor; the US Navy dress whites don't have collar devices. (EDIT: CPOs wear an anchor device on their dress white collars.)

And while this is more of an "off-the-cuff" observation: that is a Marine haircut if I've ever seen one.
