In light of today's attacks in Paris, I was surprised to see that the current estimated count for today's attack (60-100 dead) is more than double the worst-to-date, which would be 28 killed, in the 1961 Vitry-Le-François train bombing

Is there any historical context relevant to this? The numbers over time seem low for a major world capitol, not to mention the entirety of France, over the last couple centuries, so I was also wondering, was that list missing any? Has France been especially effective over time at preventing these versus much higher numbers for cities like New York and London?

It seems like this list is rather incomplete.
If for no other reason that the actions of the Marquis and the French Resistance during WW2 are not included.
While they may have been attacks by French citizens on the occupying Germans, they still occurred in France, using tactics and methods typical of guerrilla and terror movements, designed to intimidate, bleed, and inhibit the security forces and their supporters.
