Some nations (Ireland for example) had little military power at the time and no government intentions to throw their country into war. With Ireland at least it being separated by water from mainland Europe helped them keep neutral during the conflict. Although a number of neutral nations had offers made to them to join the war by active combatant nations many of them were simply not prepared for war or did not want their citizens to be forced into such conflicts
