Why didnt Germany surrender to the western allies?

I'm unclear on your question. Are you asking why didn't they surrender only to the western allies, and not to the Soviet Union?

General Model lead his army through Soviet lines around Berlin especially to surrender to the western allies. Also if you have the red army at your footstep, its highly unlikely that they will let you walk all the way to the Soviet-Western allies border just so that you can surrender to them
