Probably. There's little hard evidence regarding McVeigh's racial beliefs, but he was strongly associated with the Christian Identity Movement which in itself is extremely White Supremacist and White Nationalist. He was also known to have read and believed in The Turner Diaries a book about the destruction of the United States Federal Government and a coming race war which also inspired other acts of Militia and racial terrorism. So in the end, he was strongly associated with White Supremacist groups and ideologies, there's nothing (that I've read at least) indicates he performed the Oklahoma city bombing with an overtly racial goal in mind.

McVeigh's own manifesto here compares his acts to the use of force by the US government against Iraq or in its various Wars:

Remember Dresden? How about Hanoi? Tripoli? Baghdad? What about the big ones -- Hiroshima and Nagasaki? (At these two locations, the U.S. killed at least 150,000 non-combatants -- mostly women and children -- in the blink of an eye. Thousands more took hours, days, weeks, or months to die.)
