Are all anglos considered anglo-saxons?

Do you mean Anglophones? If so, no. An Anglophone is just someone who speaks English as their mother tongue, and can be of any ethnic grouping.

If you mean 'Angles,' as in the Germanic tribe that formed the ruling elite of Britain in the 5th-11th centuries, then no, because Anglo-Saxon implies a cultural or ethnic blending between Angles and Saxons.
