Sebastian Conrad's German Colonialism: A Short History is an excellent introductory text to the nature of the Kaiserreich's colonial enterprise and Conrad does an admirable job of contextualizing the German overseas empire. Conrad's annotated bibliography also should give some insight into other books on this topic.
