Were Italians, Germans and Japanese barred from immigrating to America during WW2?

I'm seeing a meme on Facebook that says the above.

The Japanese weren't allowed to immigrate since 1907, with the Gentlemen's agreement between the US and Japan, followed by the Immigration Act of 1924, when the Japanese were outright banned, along with other Asians, including the Chinese, who were US allies in WW2. Some Chinese were allowed to immigrate after 1943, but it wasn't until 1965 that these extremely restrictive policies were lifted.
