When did rice start being widely used as a staple food in Western Europe?

I've removed a long digression about whether rice is a "staple food" in Europe, complete with numerous short comments listing various dishes and even individual eating habits. Let us agree on two things:

  1. Rice is used in many of the cuisines of Europe
  2. Rice is not indigenous to Europe

And therefore we can move forward to looking at when rice came to Europe and how it became integrated into various cuisines, without getting bogged down in semantics.
