I am not sure what you mean by embargo and surrender. The embargo took place before the declaration of hostilities, and was a direct cause of the Japanese decision to attack Pearl Harbor. The embargo was also not absolutely total although Japanese assets in the US were frozen, thus severely restricting trade. The embargo itself pertained primarily to strategic war materials such as steel and oil.
