Why was Ireland so heavily deforested until the end of the 19th century? Is it true that Queen Elizabeth I ordered this herself to discourage rebellion/ambushes?

Ireland's population was 8.5 million in 1841 before it crashed to around 4 million after the famine. For comparison the population of the island has still not recovered and stand around 6.5 million. The deforestation was caused by overpopulation. Forests were cut down for farmland and fuel. This is a very similar situation to what happened on Easter Island.
