What were some examples of Nixon confronting with Congress in the 1970's and how has that shaped legislative process today?

Nixon impounded spending passed by Congress at a high rate, and Congress removed Presidential authority to do so:

Nixon was weakened by Watergate and was unable to stop this. Most Presidents since have asked to get the authority back, Congress has never agreed.
