sag-sug: definition in Akkadian?

In I. M. Diakonoff's The Rise of the Despotic State in Ancient Mesopotamia (1956), I encountered the term sag-sug or sa^12 - tu^18 in the context of a list of aristocratic class-constituents in Sumer. The author doesn't clarify its meaning, and I'm having difficulty finding it in the Pennsylvania Sumerian Dictionary Project.

Does anyone here know what it means?

SAG-SUG were, I think, a type of official, sometimes described as a "surveyor" or "field register" whose duties seem to have included maintaining official records related to property, including both real estate and movable property belonging to the local government.

The concept is discussed briefly in The Advent of the Era of Townships in Northern Mesopotamia (1965) by Abdul Jalil Jawad around p. 92 of the original book.
