It's just a veil with velvet dots. The camera is not sharp enough for you to see the thin veil itself.

It's a veil draped over her face from her hat. It's fashionable.
It's hard to tell from the photo, but the veil may wrap under her chin and serve a function purpose as well - to help keep her hat from flying off. They're riding in an open-air automobile, so that could be a real concern.
