I hope this is the right place, my uncle picked this up after watching it flutter down while he was in Seoul during WW2. The general suspicion is that it was dropped by North Korea.
The text references "American imperialism," "the glorious leader Kim Il-Sung," and "the puppet government of Park Chung-hee," not to mention that in WW2 there were no Americans in Seoul, nor a North or South Korea, as /u/iswinterstillcoming notes.
Since Park held power from 1961 to 1979 we can assume that your uncle was wrong and it is North Korean propaganda sheet from the 60s or 70s.
