Its hard to answer without more information, but before Port Arthur it was the responsibility of every state... Mostly, handguns and automatic weapons were banned, but with handguns you could (and still can) get a sporting licence. Shotguns and rifles were less controlled, but you generally needed a licence. This is still the case, but it is slightly hard to get a licence.
