I stumbled upon this image, which shows a government house reception in Jerusalem on March 28th, 1921. The caption on the website underneath clearly states the following people:
From the left to right on the front row: Emir Abdullah I of Transjordan, Sir Herbert Samuel, Winston Churchill, Clementine Churchill, T. E. Lawrence & the Emir Abdullah.
However it doesnt mention the guy to the left of Emir Abdullah I, who is wearing a dress and a rather fancy hat. Am i an idiot and is this in fact a woman, or what is up here?
Most likely, that would be the wife of high commissioner Sir Herbert Samuel, Mrs. Beatrice (née Franklin) Samuel. Here is a photograph of the couple in 1937, unfortunately the only clear photograph I could find at the moment.
