The original (and actual) name of the order was 'Poor Knights of Christ and the Temple of Solomon' and as the name suggests, they had very humble beginnings. The two knights on one horse comes from their emblem which was just to reflect their initial lack of resources since there were only nine of them and they heavily relied on donations just to even eat. There's no proof, however, that they did actually share horses but rather it just a symbol of their poverty.
