You're going to have to be more specific as regards the dates you're interested in. The Holy Roman Empire lasted for about 1000 years and was stronger and weaker at various times. The first Emperor of the Romans (HRE edition) was a conqueror renowned all over Europe known for subduing his enemies by brute force. The last one was defeated repeatedly by a Corsican general and had his "empire" dissolved by that same little Corsican. The status of the intervening Emperors varied to each extreme and back again.
