In a podcast on the Israeli-Palestine conflict I heard the author talks about failed attempts to revive the Roman Empire after its collapse. Can anyone give me more info?

I assume he means the Western empire. He says something like "the buildings, roads and people were still there, but they could not get it going again, the spirit was gone." That bit about spirit is a little woo-y, but the rest of the podcast seems historically accurate so I thought I'd ask. These sounded like specific, overt, organized efforts. The way he describes the attempts have an almost Fourth Reich kinda vibe. Thanks
