The Sea and Civilization by Lincoln Paine is hugely epic and discusses shop design and usage from Mesopotamia to Pacific islands through modern super tankers
N.A.M. Rodger's works for the British Navy are pretty highly regarded. Quite a bit of space is devoted to the Navy and it's ships as institutions, rather than just discussing operations.
