The main reason was that Vichy was a thermal city, with many hotels to accommodate affluent patrons. It was a real logistical problem to house so many demanding migrants, a whole government meaning thousands of very susceptible VIPs.

Lyon was a business and industrial city, with few high standing establishments. The city was more accustomed to receive travelling salesmen than republican royalties.
