I think you misunderstand the quote from the article. The man in question was in the Portuguese army before Angolan independence (i.e. he fought for Portugal during the Angolan war for independence) and when Angola became independent and transitioned into the Angolan Civil War (1975-2002), he (as a former Portuguese citizen, now Angolan) joined the government (MPLA) army and fought in the civil war.
