Did the U.S. Military in the WW2 period have rules and regulations as to looting Axis soldiers or stations?

Yes! Soldiers were not allowed to engage in looting, generally, but there were certain areas that this restriction was loosened. Circular 155, published in 1945, gives a lot of clarification, and I have previously written about it, although with a particular eye to the taking of firearms of war trophies. Hope this helps!
