This is a postcard showing the Union Jack and Japanese flag flying simultaneously, can anyone enlighten me what period was this picture taken and I what occasion?

Hopefully this is the right place to ask.

I assume it to be before WW2 as the Chinese in the picture are sporting pigtails.

Architecture looks like Shanghai, which is a place you would have found those two flags flying at the turn of the 20th century. The one shop with a legible sign is Hong Sing (鴻興) & Co. Furniture Dealers but that's a generic enough name that it's not much help.

The problem is there isn't much in the way of defining characteristics to the photo that would otherwise narrow it down.

Can you offer anything in the way of context? Where/how did you find the image? That could go a long way in helping us tell you for certain where and when it was taken. Otherwise all people will likely be able to offer are best guesses.

Also we call them queues, not pigtails, for what it's worth.
