Read this in an article and it seemed made up. I also couldn't find a proper source. Wondering if anyone has a credible source.
Supposedly it was an offhand, frustrated comment made in 1942 to Leo Amery, at the time the British Secretary of State for India. The source is an entry of Amery's from his collected diaries, Leo Amery: Diaries.
