Were there Laotian cannibals during the Vietnam war?

My parents-in-law both survived the Vietnam war. The mother mentioned that during the war there were multiple incidents of people from Laos being accused of cannibalism. I read that there were rumors of cannibalistic mountain tribes in Laos, but the mother claims that Laotians cannibalized during a siege she survived ("one of the largest Southern Vietnamese cities" is what I recall). Any information on either or both would be appreciated.

Can you provide more details? The Lao don't have any tradition of cannibalism. But the bigger discrepancy is that South Vietnam and Laos only shared a rather small border with a very large mountain range (which the Lao didn't inhabit) in between them.

What was the city and year? I have Vietnamese speak about cannibalism during the Third Indochina War between Vietnam and Cambodia.
