The term has stong monarchist/dictatorial overtones. The American Revolution was the antithesis to such a government. The American system splits the responsibility of governing among the presidency, congress and, the courts, but rests ultimate power in the people. Therefore, the people of America are the rulers. The president is a representative given limited executive power for a defined term.
