Not even all western pirates used the Jolly Roger. There were many different flags used. Two others I know of were a flag with an hourglass on it. The idea being that you had a limited amount of time to surrender or they would kill you. And one with a heart with drops of blood falling from it. Again, basically a threat of death. The Jolly Roger was used, but not to the extent that books and movies make it appear.
