I had always understood that the Bank of England was the only buyer, but a Google search reveals this: http://www.theatlantic.com/business/archive/2010/06/go-for-the-jugular/57696/ - which I hope is an official enough source for AskHistorians. The narrative clearly describes other buyers, though few, at least at the beginning.
