Were they more interested in small scale commerce and government?
Nope, their most cherished economic model was the slave plantation, which essentially produced cash crops for profit while requiring little or no inputs.
A slave plantation was essentially self-sufficient - it could grow its own food to feed its slave population. Hence any excess labor outside of food production can be dedicated to growing cash crops such as cotton. The only "input" that would further increase production was the purchase of more land or more slaves - and most of the plantation's profits simply went to buying more of both.
Banks and other industries moreover require a more educated workforce, because such industries are highly reliant on constant inflow/outflow of money and that requires fairly advanced math and accounting skills. Slaves, which were forbidden literacy, would not have been as useful in such industries and in any case the overall education level of the South was lower than in the north.
