Deportation was internal, to undeveloped or inhospitable eastern and northern areas of the USSR. The objective was not just to punish but to use the deportees and their skills to kick-start agricultural development: exile from the country would have involved a loss of skilled labour and a huge increase in probably hostile émigré populations abroad when the regime was seeking to reduce its international isolation.
