If you could provide a source for your quote we would have an easier time answering your question. The Spanish Civil War involved a mish mash of ideologies, and evolved over time. There were certainly socialist and communists in Spain during the Civil War, but they were not operating in any utopia. Paul Preston's 'The Spanish Civil War' describes nearly every part of the struggle as torturous to the populace.
